GOD MOVES IN MYSTERIOUS WAYS
Cop Training, By Mike Wagner, Badge #517, Boulder County Sheriff's Office, at the Durango Public Library, for La Plata County Cops, on Character, Competence, Communication & Consistency--Building TRUST in the Departments & In Communities
Given the blog I wrote yesterday, the part beyond the Kevin Bacon (Death Sentence) Movie, the plan for Syria Spring, Great Decisions Group, and more about my life drama, involving cops of all levels, and some intimate personnel information of theirs, and my walk home . . . with several undercover, probably feds, marking my paths, totally as visible and detectable as the CIA agents, in the movie, Burn After Reading, two agents, I would say, then finding a black and white, city cop, waiting for me as I crossed the bridge, on to Roosa Blvd or Street, heading up to the Manna Soup Kitchen, for dinner, with a sherriff's SUV, following closely behind; after the cop parked near the skate park, leaving just as I crossed his path, with him, turning right, then with a quick, U turn, or ditching into a nearby street, reversing his direction, landing about where I would have been normally, had I crossed the street, rather than stopping at the top of the hill, to catch a breather, and see where the cop was going . . . followed by an interesting conversation after dinner, with, what I would classify as an undercover female cop, sharing the female dorm with me at the shelter, with her trying to defend cops, and bringing religion into it, leaving me saying, we just live in different worlds, coming back to the library this morning, noticing a white police car pass over the Main Avenue Bridge, just as I crossed under it, and finding another white police car, parked in the library parking lot, around 8:30 a.m., with me making sure, he/she saw me, and walking down behind the library, to the Durango Botanical Gardens, to do my new morning routine, by the Animas River, a bit of old style Jack LeLane, Karoi Southwick, Kettle Ball, and Yoga, style low impact exercises, before going up to type my blog. I thought, I would outsmart or outlast the cop, doing surveillance on me, wait a half hour, until I thought the library was open, as usual, at 9:00 a.m., writing my blog, in some unsuspecting place, that someone, like the sheriff, who out of the blue, came into the lobby, while I was typing, with staff, questioning, why, a cop would come to the library, for no apparent reason--maybe to see my reaction, the day after an undercover cop, hitting on me, and trying to get me up into the hills to murder me, lol, now could identify me, and point out the location, I had been blogging the day, before, when he came to talk me into the next, episode of 48 Hours, or FBI Files, being too smart to take the bait, and after getting off the bus the other day, last Friday, I believe, from Grand Junction, and having three black and whites, follow me from the bus terminal or drop off, walking to the shelter . . . I was shocked to walk into the restroom and conference room area, to find the whole damn foyer, filled with cops!
What Are You Doing? Ethics Training . . . Can I Join? Sure!
They, must not know who I am yet, but they will soon, so I am going to sit outside the conference room and listen, to see if they are alerting their colleagues, that I am parking in the area for a while and might, if all goes, well with, ah, the group of gentlemen and ladies, that are all right here next to me, entertain, possibly living here, in this cool community, that I have been discovering and writing about for the last few days. They didn't seem the slightest bit, alarmed and I told them that I had been a former, Utah assistant attorney general, and used to train cops and prosecutors, and asked if I could sit in on the training for a while, if that was okay? Sure, just go ask the presenter, Mike, who was more than willing to let me sit in, and also, the Strata representative, Kent, with both men being more than wiling to allow me, into this secret society of law enforcement officers and training session! Actually, they were so nice, gave me all their training booklets, manuals, and business information, because Strata, not only does work with cops, but businesses, schools, families, and other groups, who have need of this type of training, character training, ALL OF US!
Wow! I Am Learning to TRUST These Guys More Already!
What a nice group of men and women, what was I ever afraid of . . . Dorothy, you are not in Kansas, and this is not, Utah, which I wrote about, several cops, a former, LAPD, turned private investigator, David Doddridge, with dreams of Charlie's Angels, cast of females surrounding him, with so many parallels, to the true crime, private investigator, former cop, employing other ex-cops, and current narcs, putting drugs back on the streets, now under investigation, Chris Carter, and his, Soccer Mom P.I.s, who ended up being actors, all staged and geared for reality TV, using them as honey trappers, and pre-staging, DUIs, using dirty cops, giving Chris' clients, a heads up and advantage in the upcoming divorce proceedings. It was in fact, and ex-cop, with good character, who turned in the dirty ex and current cops! So, this training, was not only timely, but was restoring my faith, in at least cops, outside of the Utah, police state, with too close connections to the 70% of the CIA, FBI, and now, NSA, being Mormons, in this state of no separation of church and state, with a theocracy, rather than a constitutionally based and operated state, in my, not so humble opinion!
So, with my fears, aligned and set aside, at least for a few hours, I just sat back and listened to this state's law enforcement officers, and the great things they are doing, since, Ferguson, Missouri, and other cop mishaps, throughout the nation, that I have documented and criticized, as much as anyone has, and paid the price for that too, being, set up, chased, tracked, poisoned, monitored and harassed, by the black, blue and brown brotherhood, of the Fraternal Order of the Police! When me and the, suspected, undercover cop, talked yesterday, I was coming right off, here we go again, they, cops, are out in force, not to bring the guilty to justice, but to harass and intimidate the innocent, my story, since the second, I was sworn into the United States, Supreme Court Bar, January 23, 2012, the same year, that Mitt Romney was running for office, and all hell broke loose, with $118 million, contingency fees, easy pickings, from this single, well married to Frank Zappo, aka, Allan Rex Bess, brought in by the feds, Delta Force Intelligence, taking top spies, from all the intelligence agencies, making up the force, that I was forced to deal with, who almost did me in, working with the local, state and other federal law enforcement officers . . . screaming at her, they haven't poisoned you, taking 8 years of your life, they haven't cut off your clit, when you were a hot, 46 year old, on top of her game in the law, they haven't taken your multi-million dollar cases, stolen your son's music, stolen or taken the money for your blog, credit also, and taking two houses, a cabin, and 5 cars, leaving you homeless and on the run, with no charges against you, having twice been incarcerated unfairly, unjustly, unlawfully, unconstitutionally, and criminally! And I don't give a rat's ass if you like me, believe me, or anything else! WE LIVE IN DIFFERENT WORLDS!
Possibly, Rebuilding Trust in a New State!
This morning, on, my otherwise, lovely walk, along the river, I looked up as I passed under the highway and traffic above, just in time to notice, a truck, that said, Ferguson, on the side, and being a sign reader, and relying on my only, Intel Guy, God, who is smarter than all the 40 plus agencies of the intelligence community, I wondered, was there a message in that truck, that was so symbolic to me, and so both tragic, and so beautiful in what has happened since, with cops, re-evaluating, their policies and procedures, training and militarization, with scenes that totally horrified the first viewers, of the protesters, exercising their first amendment rights, to redress grievances with their government, to free speech, and peaceful assembly, staring down the tanks, guns, lined police, that we haven't seen since the civil rights movements, Kent State where 4 protesters were shot, on campus by cops, and the recent white on black, cop shootings, leading up to the changes, and change we must!
So, I was thrilled, that these progressive and forward looking cops, are doing what they can to revamp their cop shops, with many starting before some of the recent fervour nationally, taking place lately! Mike the, presenter and a sheriff, broke the tables of cops, down into two groups, of two tables each, giving them the assignments, respectively, of Designing the Most Evil Police Organization vs. Designing the Best Police Organization and Culture they could think of . . . it was insightful, interesting, provocative, and entertaining, with some personal examples going with the lists that were placed on the walls. One officer, who had both worked with cop shops, ranging from 2 officers in a rural setting, to working with agencies or departments of over 1,000, said the size of the organization, does not matter, but the character of the whole group, is what makes a difference. He had applied for jobs, due to some unethical conflicts, that I am sure are many, in many police departments, and looked all over the 50 states, and landed an interview, with the Cortez Police Department, and said, the what is usually, a 15 minute interview, lasted 45 minutes, and he could sense and feel the integrity, character, and competence of these 5 men on the interviewing panel, and he said, the money never mattered, but the nature of these fine officers, did, and he felt that he could work with them the rest of his career. So great!
By Focusing on Character, Rather Than Competence . . . The Whole Department in Boulder County, Has Changed, Even Spreading Into the Inmate Population, With in the Jails, with Deputies Recognizing Good Things the Inmates Do . . . And Many of the Letters Coming Back, State That These Incidents Have Been Life Changing! Jail is All About Rehabilitation!
The Strata Leadership training focuses on goal setting, getting all organization members, employees, and in this case, officers, going in the same direction, rather than having their jobs be all about themselves, or the individual officers, and the department has changed its hiring, promotion, and advancement criteria, to being on character, rather than competence . . . because competence is easier to train on and achieve, but to have consistency in the departments, there has to be both! I noticed, that on Sergeant Mike Wagner's, business card, that the three "C's" had been modified to include, communication, with is absolutely necessary in any organization . . . especially, when dealing with the millennial, or the new generation of cops who are almost uncomfortable, even sitting talking face to face with a boss or a supervisor, wanting to fall back on their comfort zone of text messaging, even while sitting, literally, feet away from Mike. Generation gaps, have always had to be overcome, so get used to it. I was at a Utah State Bar Association Spring Conference in St. George, about 3 years ago, and a psychologist came and told us, what the characteristics of several generations were, and with the baby boomers, that I am a member of, it is hands off, just give me the job, and stay the fucking hell out the way, while I, get this task done! I was shocked, to learn, that law firms, catering to this smart generation of lawyers, cops, corporate employees, shocking me in the first place that anyone would cater, to these newbies . . . but, that they are so trusting of their helicopter parents, who have hovered over them since birth, that firms should not be, surprised if, they actually bring their parent to the interview! What the hell? But, they are great, if they can trust you, but this particular set of kids, coming out of college right now, because they are so trusting, are absolutely blown away, when they learn they can't trust someone . . . Occupy Movements?
Two things, cop hate, are, change, and they, generally hate to change themselves! LOL! I am rather change resistant, myself, the world according to JoAnn . . . those brats, in the millennial generation, ought to conform to their elders, and the old school way of doing things, not us, there bosses and supervisors, bending to meet their needs. But, this Sergeant, found, that looking at the attributes of these kids, most young cops, are a liability to any agency, for the first three years, and many are afraid to make a face to face contact, like giving a ticket! But, given the right assignment, one that takes into consideration, their personal and individual, and also their generational characteristics, they could shine in so many ways, being a huge benefit to the cop shops, that took a chance to hire them! You look at how high tech, not only crimes are getting, but the CSIS, and forensic sciences and investigations are getting, and these kids raised on technology, can be a tremendous help to their law enforcement agencies, crime solving, detective work, normally saved for the most superior and advanced, but there may be a place?
I am not going to give away all the training, because, it is so much better with the cop stories, to back up the claims, and with facts, examples and statistics, that are familiar to the cops, and every profession, has their own language and inner terminology, so they are better doing this for you. I asked, both Kent and Mike if they would mind, me using their names, disconnect them from any prior blogs, they are not responsible for the content of my experience, even if it is with cops . . . just get a hold of them, for presentation, materials, ideas, and content, so some local cop, in your individual area and state can do what needs to be done, but hella, refreshing, to see the cops, move in this direction! Being a cop, is an increasingly difficult job, but as a former, assistant attorney general, trainer of cops, and prosecutors, being on both prosecution, defense and civil right sides of things, in addition to these, remember your oath, to protect, defend and preserve the Constitution, follow your policies and procedures, and your asses are covered from bad ass con law chicks like me, who have not only gone after cops, but been gone after!

- Encourage them to stick with tasks a little bit longer
- Provide help when asked without taking over
- Teach them to manage failure
- Demonstrate determination
